PHIT associations recognize the complexity and context-specific nature of intervention environments and have taken a flexible and iterative approach in designing and refining the development of new tools for ITS improvement and decision-making improvement. In all partnerships, tools and approaches have been designed to actively summarize the performance of the health system so that health system personnel can make informed decisions about where to focus their limited efforts and resources.
